Job Title: 21st  Century Community Learning Centers External Evaluator

Reports to:21st  CCLC Program Director 

Department: Federal Programs

Supervises:

Salary Range: negotiable based upon experience but can not exceed more than 2%  of total budget.

Term:One year with the option for renewal, contingent on funding

 

Required Experience and Skills:

  • Experience in evaluating state and federally funded educational grants • Experience in evaluating 21st CCLC
  • Experience in capacity building for internal data collection and
  • Effective communication skills and excellent interpersonal skill
  • Evidence of planning and organizational skills, with ability to manage multiple • Experienced in consensus building with evidence of effective collaborative
  • Knowledge of current trends in out-of-school time programs and best

Requirements

  • Attend annual 21st CCLC Evaluation Training Session
  • Visit with program director and conduct individual site visits that preferably coincide with report card grading periods, at minimum, since this is a good time to review program
  • Attend Advisory Board or Council
  • Provide three references to program director at time of hire
  • Ensure the overall integrity of the evaluation
  • Design evaluation plans and develop evaluation tool
  • Provide timely, relevant evaluation feedback and recommendations to: Program Director, 21st CCLC Advisory Committee, and key stakeholders at the school and district
  • Provide technical expertise to program
  • Provide formative, summative, and summer evaluations

Overview of Deliverables

In partnership with the program, the evaluator will prepare the following deliverables:

  • Fall Site Observation. The evaluator is expected to visit the program and complete a site observation each semester.
  • Evaluation Plan and Logic Model.
  • Mid-Year Report. For this report, the evaluator should meet with grantee to discuss program progress. In the report, the local evaluator will present preliminary results including a discussion concerning how the results connect with the grant activities and goals. The mid-year report should also include a section that discusses potential action items and addresses any potential problems with data collection or analysis.
  • Spring Site Observation. The evaluator is expected to visit the program and complete a site observation each semester.
  • Final Report: At the end of the year, the local evaluator will meet with the stakeholder team and discuss the findings of the evaluation. This should include the results of surveys, observations, interviews, and focus groups (if applicable). Additionally, the report should include any follow-up analysis to the information provided in the Mid-Year report.

Proposal: The successful proposal should include, at a minimum, a detailed description of the experience the Evaluator may have in working to evaluate after school programs, community-based organizations, or child and adolescent development programs, a brief description of a proposed program evaluation design for this project, and a detailed budget for evaluation and measurement services.

 

Terms: The selection of an individual or organization for these evaluation services will not be based solely on the cost of the services to be provided but on the quality and t of the proposed services as well as the experience of the Evaluator in the analysis of afterschool programming and youth development outcomes. A contract with the selected evaluator or evaluation team will be entered into for a period of no more than 12 months with an option for renewal; both parties will have an opportunity to review the contract to ensure the project is fully evaluated during the grant period.

Final terms, including cost and services to be provided, will be negotiated between Client and Evaluator upon selection
